Retired Air Force Colonel
Dale Marks is a retired Air Force Colonel whose career spans over three decades of dedicated service. As an accomplished Air Force fighter pilot, Colonel Marks has not only seen combat but has also served at the Pentagon, contributing to high-level defense strategies and operations. His extensive experience in leadership, strategic planning, and military operations provides invaluable insight to the Warrior Presilience Project.
Scott Fleming
Former Marine & Leadership Specialist
Scott Fleming brings a wealth of experience from his four years of service in the infantry as a Marine. Following his military service, Scott transitioned into the business sector, where he has excelled in strategic planning and corporate leadership. His unique blend of military discipline and business acumen plays a crucial role in shaping the Warrior Presilience Project's strategies for growth and outreach.

Phil Baquie, the founder of the Warrior Presilience Project and the Tactical Presilience Training program, is a seasoned professional with a multifaceted background. His service includes roles in both infantry and psychological operations special operations within the military, extensive working in and with private security contracting, and law enforcement. Phil holds a doctor of psychology and founded a large multi-location mental health facility. Phil’s diverse expertise and firsthand understanding of the challenges faced by first responders and military personnel are the foundation of our training programs.
